A new Center For Economic and Policy research paper says the International Monetary Fund (IMF) has pushed for lower spending, shrinking government, and cutting social programs in Europe Union member countries, often regardless of a country’s specific economic circumstances. The center says these austerity policies- including public pension and health care cuts, and raising the retirement ages  can worsen the economic recession confronting Europe
